FYI, for those of us in Louisiana!  Printed May 29th in the Houma Courier...not sure what the list of sanitation requirements are yet, though:

BATON ROUGE - Home-based bakers who sell their breads, pies and other goods to the public will be exempt from some state licensing standards, if Gov. Bobby Jindal agrees.
The Senate gave final passage to the bill Tuesday with a 32-0 vote. All local senators supported the measure.
The bill by Republican Rep. Scott Simon, of Abita Springs, broadens a law passed last year giving an exemption to sanitation rules that require commercial grade equipment to people who sell cakes and cookies they bake at home.
The expanded exemption will apply to home-based food makers who prepare baked goods, candies, honey, jams and jellies, pickles, sauces, syrups and spices - if their gross annual sales are less than $20,000.
They will be required to follow a list of sanitation requirements.
